NOTICE TO BIDDERS 
City of Hackensack

Sealed Bids will be received by the City of Hackensack, City Clerk’s Office, 65 Central Avenue, 3rd Floor, Hackensack, New Jersey, 07601 Thursday, January 18, 2018 at 10:00 A.M., prevailing time, then publicly opened and read aloud for:

“ON-SITE MUNICIPAL ELEVATOR MAINTENANCE FOR THE
CITY OF HACKENSACK”

Specifications for the above may be obtained at the Office of the City Clerk, 65 Central Avenue, Hackensack, 3rd Floor, New Jersey between the hours of 9:00 A.M. and 4:00 P.M., prevailing time, Monday through Friday, excluding legal holidays. The City of Hackensack WILL NOT mail Bid Specifications. All Specifications shall be obtained in person.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding Equal Employment Opportunity, as amended.

The City of Hackensack reserves the right to reject any and all Bids, and to accept the one that is in its judgment, will be in the best interest of the City of Hackensack.

Shade Tree Committee Members Sought

The City of Hackensack is seeking members for the Shade Tree Committee.

The purpose of the Shade Tree Advisory Committee shall be to:

-Establish programs for the protection and preservation, removal or replacement of existing shade trees situated in the public rights-of-way and upon city-owned properties.
-Establish plans and programs for the planting of new trees within and upon city-controlled properties.

Advise and aid private property owners in the care, maintenance and preservation of their trees in those instances where such assistance is requested by the property owner.

City of Hackensack and Hackensack Regional Chamber of Commerce Create Grant Program To Aid Small Businesses Affected By Pandemic

Program Will Distribute $500,000 in Direct Aid To Businesses In Hackensack Over Next Two Years

The City of Hackensack has announced it will be partnering with the Hackensack Regional Chamber of Commerce to administer a $500,000 grant program for small businesses. The program is designed to distribute direct relief for businesses with federal stimulus funds the City received as part of the American Rescue Plan. While this money was earmarked to help cities across the country recover lost income due to the pandemic, the Hackensack Mayor and Council have decided to take a portion of that money and give it directly to the business community. Over the next two years, the City Council has committed to giving out $500,000 directly to Hackensack small businesses.


“We are so grateful to have received this money to help the City recover some of the lost revenue we have seen over the last year and a half,” said Hackensack Mayor John Labrosse.“The Council and I recognize that this City is so strong because of the incredible residents and businesses who call Hackensack home. We plan to use a portion of the grant money to give back directly and help Hackensack move forward.” 


“I am thrilled to be working with the City to help our small and micro businesses in Hackensack,” said Lauren Zisa, Executive Director of the Hackensack Regional Chamber of Commerce.“This grant is a way for us to hopefully help the smaller business survive and maybe even grow during this difficult time.”


In order to qualify for the grant, a business must have fewer than 25 employees, show a revenue loss due to the pandemic, and still be operating in the City. All businesses that meet the criteria will be awarded between $500 and $2000. There is an additional provision for any business that could not receive PPP funds because of opening date or lack of payroll.

LOW-TO-MIDDLE INCOME RENTER’S ASSISTANCE PROGRAM

City officials are announcing the City of Hackensack is launching a COVID19 Low-To-Middle Renter’s Assistance program. This program will help ensure residents at risk of housing instability or other financial distress due to negative COVID-19 impacts receive a lifeline to bridge income gaps incurred since March 2020. The program will be funded with federal stimulus funds the City received as part of the American Rescue Plan, as the Mayor and Council chose to utilize these funds to help Hackensack residents still struggling financially from the impacts of the pandemic.

"While this money was earmarked to help cities across the country recover lost income due to the pandemic, the City Council and I have decided to take a portion of that money and give it directly to Hackensack families in need,” said Hackensack Mayor John Labrosse. "We are thrilled to be working with our partners at Greater Bergen Community Action for the implementation of this program and encourage all eligible participants to apply."

Greater Bergen Community Action Inc. will administer the program. The $500,000 program will grant $250,000 in 2021 and $250,000 in 2022 and award eligible residents a one-time stimulus payment of $1,000. Direct payments of $1,000 will be made to tenants by the City of Hackensack upon successful approval of their application. Residents may apply at http://hackensack.org/rentersgrant. Applications will be reviewed on a rolling basis and approved based upon need. "Greater Bergen Community Action is looking forward to working with the City to get this program off the ground,” said President/CEO of Greater Bergen Community Action, Inc. Bob Halsch. “We've found that many people either missed the chance to participate in other federal, state, or county rental relief programs or do not fit eligibility requirements. This program will help ensure that families still struggling from the pandemic are assisted with a one-time stimulus benefit of $1,000 to help pay rent, future rent, utilities, or necessary household necessities during these difficult times.  The program will aid tenants specifically who have been adversely affected with job loss or income decline due to the pandemic.

Eligibility requirements include:

  • Eligible applicants are those whose household incomes are at or below 120% AMI. 
  • Applicants must either qualify for unemployment or have had a reduction in household income due to the pandemic. 
  • Assistance is prioritized for renter households with incomes that do not exceed 80% of AMI, as well as renters who are currently unemployed and have been unemployed for 90 days or more. 
  • Applicants who received rental assistance through the State’s Covid 19 Emergency Rental Assistance Program (CV-ERAP), or the Bergen County Emergency Rental Assistance Program are ineligible. 
  • Applicants eligible for the Bergen County Emergency Rental Assistance Program will be directed to apply for that program in lieu of the City of Hackensack assistance program.
